Introduction
There are guest books and then there are shout outs. A guest book is typically a place where you can go to place your comments. Modern blogs have a comments section where you can leave your opinion. However, what if you have a Web page, how do you accomplish something like this? One approach is to use a Yellbox or a Saybox which allows folks to say something and requires you to embed some third party code on your page. Another approach is associate a guestbook with your Webpage. If you've created your own site, then you can install some scripts to accomplish this but if you just have a Web page, the first few options should allow people to comment on your stuff but a lot of people surf pages and move on pretty quickly.

When I first got going
with my Website, I thought it would be nice to add a guest book to the
site. I found the BraveNet site and added a guestbook there.
Unfortunately, I haven't had any comments. I'm not sure if it's the
fact that you have to leave your site and goto the BraveNet guest
book...
A more interactive mechanism is a YellBox, see http://www.yellbox.com
which you place on your site and people add comments. It's a very nice
solution and I've implemented it on my site. For the administrator
there's the ability to delete offsensive messages, ban IPs and a list
of bad words. So you're not helpless if someone abuses it. For the most
part, people are pretty good about it. It's part of your page and you
don't have to go anywhere.
Hey there! Please be aware that the free version produces an occasional popup ad! This is the downside to this. If you're Ok with this, it works quite well...
Saybox
Based on feedback, I've added a http://SayBox.com as well. Like the YellBox, it uses a pop up ad to cover the cost of the by means of a ad which I have yet to see but I'm sure it appears ;)

I've seen this show an ad first, so no free lunch but it works quite well...
Bravenet Guest Book
Sign up to http://www.bravenet.com
and they'll offer you some Javascript to add to your page which will
give you a Guest Book. Please be aware that this guest book
is hosted on the Bravenet site and I have had few if any comments.
But give it a try, you might have more luck than me...
The other approach is to simply set yourself up with a http://www.blogger.com
and if people want to comment, the Blog has automatic comment support.
